It turns out that the LCD cable was askew where it attaches to the LCD, and the v-sync cable appears to have been damaged (not visibly though). Another indication of a broken MoBo? I usually put them on a flash drive to make things easy. Turns out the cpu was real cold, like nothing happened. Shouldn't a broken PSU have caused more issues before? And they get to set whatever prices they want. There's no way a driver could affect the BIOS screens as the operating system isn't running yet. CrystalDiskInfo is one such program that can do this.
