I would unplug everything except the hard drive, 1 ram stick, and psu and anything usb unless you have no choice for mouse or keyboard though you can try without those To "reset" the PSU, disconnect the power cord from the computer itself. It's technically possible to buy an ATX power supply and connect it (they work, but just don't fit your case properly). The power supply could be bad. It's a Dell Dim 4700. Dont have a clue why this is happening.
